Web Deploy Lighthouse gate requires perf 100; live score 99, pre-existing since 2026-07-03 #170

Summary

The Web Deploy workflow's final step, "Live Lighthouse audits (real Chrome)", requires a score of 100 in every category on the live site. Desktop performance comes back as 99, so the deploy run is reported as failed even though install, build, the Cloudflare Workers deploy and the post-deploy smoke checks all succeed and the site serves normally.

Reproduction

• Push any change under packages/web/** to main. For example, commit 5aa3908 changes only packages/web/e2e/landing.spec.ts, which is not shipped.
• Web Deploy run https://github.com/code-yeongyu/lazycodex/actions/runs/36761844911 failed on both attempt 1 and attempt 2 with:

        throw new Error(`Lighthouse ${formFactor} scores below 100: ${JSON.stringify(Object.fromEntries(failingScores))}`)
  

• Every earlier step of that job succeeded, and https://lazycodex.ai/ and /docs return 200.

Expected

A deploy whose site is healthy reports success. Either the live performance score reaches 100, or the gate uses a threshold that a one-point performance variance between runs cannot flip.

Actual

The gate is red at performance 99. The same failure already occurred on the 2026-07-03 deploy (run for dac4405), so it predates the current change.

Found while landing a test-only change for the test audit (#168). That change is kept; this issue tracks only the gate.
