UTF-8 file without BOM and ISO-8859-1 encoding fix on plexus-xml 3.x

Hello, I am currently using maven 3.9 which comes with the plexus-xml 3.0.2 version. I seem to be getting some issues when downloading dependencies and have noticed that this issue was solved already before in this PR: #1 .

I'm not sure if this is due to compatibility reasons but this change does not seem to have been reflected on the 3.x versions of the plexus-xml. Is it expected to be incorporated and if so, when?
