Clarify Azure Developer CLI prereq for Azure Local Provisioning

Description

The Azure Local Provisioning doc says you need to install the Azure Developer CLI as a prereq, but it links to the Azure CLI. I believe they are different things? Which is actually required? I believe the link is correct and the text should say "Azure CLI"?

This is a good catch, thank you @danroth27. It should be just the Azure CLI. I'll fix that.
