Adds concise servicing release notes for stable ML.NET 5.0.1, experimental packages (including DataFrame and GenAI) 0.23.1, and Tokenizers/data packages 2.0.1, following the previous servicing-note style.

Changes are derived from v5.0.0 through candidate a4f730ec0. The notes cover the Microsoft.Bcl.Memory dependency changes (#7773), GenAI-scoped dependency updates (#7783), and grouped build/test maintenance. The compatibility note explains that .NET 8+ consumers no longer require Microsoft.Bcl.Memory through the affected packages, while .NET Standard 2.0 builds retain the dependency at 9.0.14.

Related dependency issue: #7589.

Documentation only.

This should get later backported to release/5.0
