Collect telemetry to see the features usage

Use existing telemetry infrastructure, collect telemetry to see the usage for:

1. Non-MSBuild TaskFactory implementations (so we can proceed with Deprecate and restrict non-MSBuild TaskFactory implementations #12347)
2. CodeTaskFactory
