consider Server GC for main -mt process even if we're not in server mode

As per internal discussion: CIs are recommended to set -nr:false, which will with current design disable server.

There are performance gains from using servergc in -mt (as per prototype and now we have it implemented and definitive data is TBD).

So we should consider "short lived server for -mt" which has this GC setting as well.
