TargetFramework doesn't appended when using arguments /p:Outdir="absolutePath"

Steps to reproduce

Example of a project sample:

Expected behavior

c:\build\out contains folder Interfaces with next structure:

This is an unfortunate behavior of global properties. @dsplaisted had some notes on some ideas to address this so assigning to him.
