dotnet/coreclr#17524 introduced the FEATURE_PREVENT_BAD_BYREFS, but only for _TARGET_ARM_, to avoid perturbing other platforms for .NET Core 2.1.
Remove this #ifdef and make the code all-platform, after testing all platforms and investigating the (significant number of) asm diffs.
