JIT: SPMI replay with dump failures because of getStringLiteral calls in gtDispConst

We might want to query for all string literals under the SPMI extra queries flag (JitConfig.EnableExtraSuperPmiQueries), or else make displaying string constants robust to not having the string literals.

Note that getStringLiteral is used only for GT_STR_CON nodes and those live only till Global Morph where they're converted to frozen object handles (GT_CNS_INT with GTF_ICON_OBJ_HDL flag) - for those we use eePrintObjectDescription API which is a bit hard to create extra SPMI queires for (you don't want it to print stuff into stdout just for extra queries).
