[aw] No-Op Runs #130778

Description

@github-actions

This issue tracks all no-op runs from agentic workflows in this repository. Each workflow run that completes with a no-op message (indicating no action was needed) posts a comment here.

What is a No-Op?

A no-op (no operation) occurs when an agentic workflow runs successfully but determines that no action is required. For example:

  • A security scanner that finds no issues
  • An update checker that finds nothing to update
  • A monitoring workflow that finds everything is healthy

These are successful outcomes, not failures, and help provide transparency into workflow behavior.

How This Helps

This issue helps you:

  • Track workflows that ran but determined no action was needed
  • Distinguish between failures and intentional no-ops
  • Monitor workflow health by seeing when workflows decide not to act
Resources

Tip

To stop a workflow from posting here, set report-as-issue: false in its frontmatter:

safe-outputs:
  noop:
    report-as-issue: false

This issue is automatically managed by GitHub Agentic Workflows. Do not close this issue manually.

No action to take - Do not assign to an agent.

    CI Outer-Loop Failure Scanner

CI outer-loop failure scan complete across all 36 pipelines. 0 new Known Build Errors filed — every actionable signature deduped to an existing open KBE or matched a documented skip/defer rule.

    Existing KBEs reused (no new issue): #122345 PAL pal_sxs/test1 exit 137 osx-arm64 (def 108); #130569 InvalidFriendAssemblyName R2R/CG2 loader regression (defs 108,114,120,124,134,136); #130302 GC Collect_Aggressive_LargePages heap init 0x8007000E (def 146).

Needs human review (not auto-refiled): GC/API/Refresh/Refresh Expected 100/Actual 101 (def 146) — exact KBE #128076 was CLOSED 2026-07-10 as duplicate of still-open tracker #127667, but the failure persists into follow-up build 1508088. Per the recently-closed-dup rule, flagged for human review instead of re-filing to avoid churn.

Skipped: stale >14d (defs 116,137,140,150); no follow-up build yet (def 117); signature absent from follow-up / self-resolved (defs 109,110,112,115,118,144,159,230,235,265,309,316,330, plus def 154 build-break CS0117 IsDynamicCodeCompiled absent from follow-up 1509565); infra noise dead-lettered work item (def 123 gc-simulator); weak ephemeral signature (def 153 superpmi asmdiffs per-commit replay method numbers).

Deferred (failing follow-up, not fully drilled this run, no distinct new non-duplicate stable signature isolated; dominant recurring signatures already captured by existing KBEs): optional-ci stress family defs 111,113,119,138,145,160; def 141 cg2-composite gcstress mixed build/test; def 154 mobile tvos/maccatalyst. To be re-scanned next run.

    CI Outer-Loop Failure Scanner

CI outer-loop failure scan complete. No new Known Build Error issues filed this run: every strong, deterministic, stable signature already maps to an existing open KBE — InvalidFriendAssemblyName FileLoadException not thrown (#130569, also covers R2R/crossgen2 legs in defs 114/120/124/134/136), gc-standalone Collect_Aggressive_LargePages segfault (#130211) and assert variant (#130432), and gcheapenumeration failure (#128080). Remaining pipeline results were skipped or deferred: mobile tvos/maccatalyst timeouts and crashes (weak signatures), gc-simulator dead-lettered work item (infra noise), superpmi-asmdiffs self-diff (weak Asm-diffs signature), libraries-jitstress DSA SignDataVerifyHash_SHA256 (absent from follow-up build #1511933), and libraries-pgo/other optional-ci stress pipelines (flaky retry-passing tests, different-test-per-build, or no follow-up build yet). No actionable uncovered failure remained to file.

    CI Outer-Loop Failure Fixer

CI Outer-Loop Failure Fixer: walked all 30 open [ci-scan] KBEs (oldest-first). Breakdown: 3 already have an open [ci-fix] PR (#128766->#129212, #128765->#129653, #128890->#129651); 1 had a prior fix PR closed unmerged within 30d (#129939->#130594); ~19 already carry a prior ci-fix loop-in hand-off comment (Hard rule 5: one comment per KBE ever); and ~7 have active maintainer engagement (janvorli, pavelsavara, simonrozsival, mangod9, lewing, vcsjones/bartonjs). Older KBE AzDO builds are purged by retention, so signatures could not be re-reproduced. No fix PR, help-wanted PR, or new comment was warranted — the correct honest outcome is all-skips, confirming dedup is working as designed.

No confident or help-wanted fix was producible for the remaining ones—they are GC/codegen/VM/wasm/entitlement/provisioning or public-API-behavior decisions out of small-fix bounds, and muting is prohibited. CI Outer-Loop Failure Scanner

CI outer-loop scan of all 37 dnceng-public pipelines complete. No new Known Build Error issues to file — every actionable failure converged on an existing artifact or was correctly filtered.

Existing-KBE matches (no filing, Build Analysis already counts them):

Linked area-team tracker (not KBE-labeled, no filing):

Recently-closed dups (fix landed after source+follow-up builds; needs human review, not re-filed):

Infra noise / no stable signature (skipped):

    • def109/124/134: osx-x64 Helix work items dead-lettered
    • def123: GC-simulator dead-lettered in source and follow-up
    • def330 libraries-interpreter: RegularExpressions SIGSEGV/139 with no symbolized stack (llvm-symbolizer missing)

    Signature absent from follow-up build (transient/already-fixed, skipped): def110, def111, def112, def115, def118, def119, def144, def153, def159, def160, def230, def235, def265-gcdump; plus build breaks il1012-stjson (def154), packedsimd CS1503 (def316, fixed by PR #130850), ChaCha20Poly1305 (def154).

None of the remaining failures (codegen-stress/VM/GC/profiler/mono/wasm-infra/flaky/threat-flagged) yields an honest, non-muting, build-validatable small-fix diff, and the ~40min baseline build could not be run to validate any product change. No actionable KBE-qualifying signatures found. CI Outer-Loop Failure Fixer

CI Outer-Loop Failure Fixer run complete. Scanned 28 open [ci-scan] KBEs (all area-labeled, all past the 60-min freshness gate). Step 3 dedup: 5 KBEs already handled by existing fix PRs — #128765 (open PR #129653), #128766 (open PR #129212), #128890 (open PR #129651), #128767 (merged PR #131081), #129939 (closed-unmerged PR #130594 within 30d). The remaining 23 KBEs each already carry a prior ci-fix loop-in handoff comment, so Hard rule 5 forbids a second comment. Root-cause classification shows none supports a small, validated, non-muting fix producible in this environment: they are product-side codegen/GC/VM/mono/interpreter/profiler bugs (out of PR bounds), build/infra timeouts (no code change), unverifiable-without-build changes (e.g. #129981 BinaryFormatter blob regeneration), candidate already present in source (#129358 ActiveIssue), or mute-only mitigations that are forbidden (#130278 System.Net MacCatalyst). No confident fix or honest non-muting help-wanted diff could be produced this run, so no new PR or comment is emitted. Next run continues from the oldest still-open KBEs as fix PRs land and signatures change.

ci-failure-fix run complete: walked all 31 open [ci-scan] KBEs (sorted created-asc). Outcome for every KBE was a recorded skip, so no fix PR or loop-in comment could be honestly emitted this run: (1) 5 KBEs already have an existing/merged/recently-closed [ci-fix] PR or human PR addressing them (#128765,#128766,#128767,#128890,#129939); (2) 3 KBEs are not yet actionable (#131317,#131318 not yet area-labeled; #131368 too fresh, defer to next run); (3) the remaining 23 KBEs each already carry a prior 'ci-fix' handoff/loop-in comment (Artifact kind: handoff by github-actions[bot]) — Hard rule 5 forbids a second loop-in comment on any of them. None of those 23 admitted a small, build-validated, non-disabling fix diff within scope: the bulk are JIT/GC/VM/CodeGen/Interpreter/Mono codegen or crash failures (out of bounds — no safe product diff), and the few library/AOT candidates (#130254 EventSourceLogger, #130485 Pkcs entitlement, #130479 wasm globalization, #130278 System.Net MacCatalyst) were either already handled at HEAD (#130254's test already carries [ActiveIssue] for Apple NativeAOT via #131017), only fixable by muting (forbidden), or require unverifiable provisioning/build-config decisions. Per the no-mute rule, no test-disable was emitted. Next run will revisit the deferred/unlabeled KBEs once labeling and freshness gates clear.

    CI Outer-Loop Failure Fixer

ci-failure-fix run: walked all 34 open [ci-scan] KBEs (created-asc). Outcome per KBE = one recorded skip; no new PR or comment warranted. Breakdown: 6 not yet area-labeled (#131317,#131318,#131368,#131382,#131389,#131390 -> defer to next run); 5 deduped by existing [ci-fix] PRs (#128765 open PR #129653, #128767 merged PR #131081, #128890 open PR #129651, #128766 closed-unmerged #129654 <30d, #129939 closed-unmerged #130594 <30d); 23 labeled KBEs already carry a prior ci-fix handoff comment from earlier runs (Hard rule 5 forbids a second comment) and none offers a genuine non-muting build-validated small fix in this environment (codegen/GC/VM/mono/profiler/infra, or the only available library-test change would be a test-disable, which Hard rule 3 forbids -- e.g. #130278 would require adding MacCatalyst to [ActiveIssue]). No cap was hit.

    CI Outer-Loop Failure Fixer

ci-failure-fix run: walked all 35 open [ci-scan] KBEs (dotnet/runtime), oldest-first. Every KBE already converged on an outcome, so no new PR or comment was warranted this run (per Hard rules 4 & 5, one outcome per KBE). Breakdown: 22 already carry a prior ci-fix loop-in comment (codegen/GC/VM/infra failures with no producible small diff); 3 have an open [ci-fix] fix PR (#129651->#128890, #129653->#128765, #129212->#128766); 1 merged fix PR (#131081->#128767, may be stale); 1 prior fix PR closed unmerged within 30d (#130594->#129939); 1 candidate fix already present in source (#130254 CreateDefaultBuilder_RegistersEventSourceLogger already has [ActiveIssue] for Apple-mobile NativeAOT, landed 2026-07-19); 7 not yet area-labeled (#131317,#131318,#131368,#131382,#131389,#131390,#131405) deferred to a later run once the labeler attaches area-*. No test was muted or disabled.
