[ci-scan] Test failure: SOS.UnitTests cannot find .NET 10 runtime #134603

Error Details

Both Windows x64 SOS test legs fail before test discovery. The generated SOS.UnitTests.exe apphost requires .NET 10, but the test runtime directory contains only .NET 11:

The same runtime-host failure affected the diagnostics unit-test suite broadly; SOS did not reach test discovery or execute any assertions. A matching failure also occurred on the main branch in build 1610128, confirming this is a shared diagnostics runtime-provisioning or test-host selection issue rather than an SOS product failure.

    Additional corroborating occurrence on main:

    This confirms the runtime-host failure is not specific to PR #133986. The same Windows diagnostics/SOS provisioning issue occurs on the main branch, so the KBE should remain classified as a shared infrastructure/test-host problem.
