Roll out iOS 27 and tvOS 27 to regular Apple mobile CI queues #134856
Description
Move regular iOS/tvOS device CI to Apple 27, beyond scouting.
Checklist
- Coordinate dnceng device upgrades, compatible macOS/Xcode hosts, signing/provisioning, capacity, and readiness of other queue consumers.
- Dnceng will provide a completely new queue with new AppleTVs. We need to investgate compatibility of the existing iPhone queue (
OSX.15.Amd64.Iphone.Open) to be upgraded.

Note: prefer moving one queue at the time to maintain coverage over device testing in dotnet/runtime repo.
