JIT: Conditional escape analysis not kicking in on NativeAOT in new test #134863

#134746 shows that CEA does not kick in for the NativeAOT version of that test. This is just a tracking issue to validate whether or not that is expected.

#134861 removed the allocation tracking for this test (it was failing for NativeAOT and interpreter).
