CodeGen infrastructure work planned for .NET 8

This issue collects a set of CLR CodeGen (JIT) inner-loop infrastructure improvements we are planning for .NET 8.

New SuperPMI-related features

• Enable NativeAOT collection and replay (Display in AzDo extension)
• superpmi: automated TechEmpower collection #47545
• superpmi: add real world benchmarks collection #79015
• superpmi: add libraries test run collection #79017
• superpmi: add coreclr test run collection #47543
• SuperPMI benchmarks run should enable tiered compilation and pgo #68179

Test merging

• Merge the remaining groups of runtime tests #71732
  • JIT/Regression(1312 tests)
  • JIT/jit64 (828 tests)
  • JIT/CodeGenBringUpTests (641 tests)
  • JIT/Directed (541 tests)
  • JIT/IL_Conformance (378 tests)
  • baseservices/threading (231 tests)

In addition, there is a list of usability issues (also in #71732).

Bug fix level changes

• Remove Arcade HelixResultsDestinationDir workaround #75169
• superpmi unit test dependencies build issue #76421
• SPMI collections need to use release System.Private.Corelib #60947
• SuperPMI: Improve superpmi-diffs pipeline parallelism: split asmdiffs and tpdiff #80718
