[browser] Publish/build/clean not always correctly incremental #98690

  1. Publish with relink dotnet publish -c Debug -p:WasmBuildNative=true
  2. Publish without relink dotnet publish -c Debug

The publish folder will contain dotnet.native.wasm from first publish, because the file is newer then the file in runtime pack

    Moving the discussion from non-incremental relink triggering issue: #117983 (comment)

    In AOT we could consider ILLink feature flags for incremental build.
