Restore and build a .NET project, then restore and build it again

ResolvePackageFileConflicts task doesn't run

ResolvePackageFileConflicts task runs and takes a lot of time.
When optimizing our incremental builds, this is now by far the worst offender. For a fully incremental build I expect no tasks should be running, and this takes up 40 seconds on each build, which is super painful:
Incremental builds should be a few seconds tops.
