Seeing one failure related to NETSDK1221

@dotnet/roslyn On full framework, the NETSDK1221 warning appears to be gone. Should we consider deleting It_throws_a_warning_when_NuGetPackageRoot_is_empty or just remove the NETSDK1221 contains assertion. I'm guessing something changed on the analyzer side and the scenario tests won't catch this until it hits the SDK repo (

@dotnet/nuget-team would appreciate a verdict on the proposed changes. We're seeing this issue show up in multiple branches, but we're not going to port until this is signed off in case you have concerns.

@jjonescz Thanks for taking a look.

Since this PR contains necessary security fixes and the fixed test is causing widespread issues, we are going to accelerate this forward.
