Backport of #54600 but with newer changes.

This does not introduce new logic, but it also doesn't use a cherry-pick as the changes were too distributed amongst commits to merge cleanly. I confirmed that the diff between
main's version of each file was identical outside of :.NET 10:
.gitignore: servicing branches lack 10 unrelated coding-agent ignore lines from main.
dotnetup-shared.ps1: one trailing space was removed
OverlaySdkOnLKG.targets: existing branch-specific differences, including DotnetTool casing and cross-compilation targets present or duplicated differently on main.
.NET 8/9:
PowerShell VMR checks tolerate $fromVMR being undefined under the older Arcade initialization order.
Runtime lists preserve each servicing branch’s legacy test requirements.
.NET 9’s overlay target uses its servicing-specific redist layout.
