What changed in this PR
Prevents recovered Helix upload warnings from failing test queuing, addressing #56513.
Changes:
- Disables warning-as-error for Windows and Unix Helix queue invocations.
- Leaves preceding build warning policies and genuine queue-error handling unchanged.

The Mac arm64 Queue Tests step failed when Arcade reported a recovered
BlobAlreadyExistsupload as a warning. MSBuild promoted that warning to an error.
