🤖 .NET 8 and .NET 9 are going out of support, so pin their stable-branding runtime version features to their final November releases: .NET 8.0.33 and .NET 9.0.22.

This replaces the dynamic MSBuild calculations for VersionFeature80 and VersionFeature90 with literal values 33 and 22, respectively. No other version features are changed.
