feat: Quick Fixes for local include input diagnostics #334

Problem statement

Remote components get Quick Fixes for input problems (replace an unknown input, add a missing required one). local: includes get the same diagnostics but Cmd+. says "No code actions available".

Proposed solution

Offer the same code actions for local: includes that declare spec.inputs: replace an unknown input with a close match, and add missing required inputs.

Example .gitlab-ci.yml usage

include:
  - local: templates/deploy.yml
    inputs:
      environment: staging
      replica: 3   # unknown, should offer `replicas`
# `app_name` is required and missing, should offer to add it

Command/UI impact

No new commands. Quick Fix menu entries on existing diagnostics.

Acceptance criteria

• Cmd+. on an unknown input of a local include offers replacements.
• Cmd+. on a local include missing a required input offers to add it.
