Migrate docs workflows to cicd-workflows docs.yml - #713

docs-verify.yml was removed from eclipse-score/cicd-workflows. Drop the docs-verify job and the failure-tolerant condition in build_linux.yml, so docs-build now runs only after linux-build-and-test succeeds. Pin docs.yml and docs-publish.yml to the same cicd-workflows revision.
