Resolves the 14 remaining
misc-use-internal-linkagealerts, all inquality/compiler_warnings/test/no_warnings/clean.cpp, with a justifiedNOLINTBEGIN/END.The file is a compile-only false-positive fixture whose helpers are intentionally unused. Moving them to an anonymous namespace would trigger
-Wunused-function, the very warning the fixture asserts is absent (and would fail with-Werror). Keeping external linkage preserves the test's meaning.
