CodeQL's extractor requires an explicit typename before the dependent- looking qualified name inside the ConsumerEventDataControlLocalView class template, even though GCC/Clang accept it without one. This clears one of the 3 recoverable extraction errors in the CodeQL database integrity report. Ref: SWP-286831
