Adds the missing
NOTICEfile to the repository root, as required by the Eclipse Foundation Project Handbook – Legal Documentation Requirements.The file is the standard S-CORE notice file (identical to the one used in
cicd-workflowsand most other S-CORE repositories). It declares Apache-2.0, matching the existingLICENSE.
