Description

Remove the obsolete .github/workflows/license_check.yml workflow. It invokes the central license-check workflow and //src:license-check, but has not provided working CI coverage for roughly six months.

Impact

This removes the failing license-check preparation job from pull-request and merge-queue events. No other tracked source or Bazel configuration references this workflow.
