Objectives:

1. Drop Deprecated Dependency: Remove S-CORE's @score_baselibs_rust dependency entirely from MODULE.bazel, as S-CORE has been
   officially deprecated and merged upstream into score_baselibs
2. Bump score_baselibs: Bump S-CORE's @score_baselibs module version inside local MODULE.bazel to v0.2.9 (or newer), which natively
   incorporates all of S-CORE's C++ and Rust baselibs features.
3. Delete Patch: Completely delete S-CORE's temporary score_baselibs_rust_feature.patch file and remove S-CORE's matching
   archive_override block from MODULE.bazel

Acceptance Criteria (DoD)

[ ] entire repository compiles, builds, and runs successfully with S-CORE's clean, unified, and un-patched @score_baselibs
