Counting/waiting process as a test utility #588

It would be useful to have a test utility process available that posts to a named semaphore, with a corresponding utility that can wait for a semaphore to reach a certain value. There are similar existing utilities that touch files to signify events, this utility instead posts to a semaphore to signal an event. Both have their place, and the counting utility may be used in future tests, where is it best suited.

Acceptance Criteria (DoD)

• A counting_process process is created at tests/utils/test_helper/counting_process.cpp that can optionally post to a named semaphore and optionally report ready.
• A waiting_process process is created at tests/utils/test_helper/waiting_process.cpp that waits for a named semaphore to reach a certain count.
