Introduces llvm-based code coverage from score_tooling:

• Replaces the old cpp-coverage and rust-coverage pipeline jobs with a single unified coverage job.
• This required an llvm update which results in one code formatting update (newer clang format version)
• Solves 2 llvm-specific compiler errors (#define mismatch and struct/class forward declaration mismatch)
• Updates the release workflow to use the new coverage job.
• Separates the code coverage -related setup code into quality/coverage folder
• Subsequent PRs can introduce quality/sanitizer folder to move the sanitizer setup code there (out of scope here)
