Maximum number of snapshots #416

number of snapshots should be in range [0..3] so validating Maximum number of snapshoots should be done .

• Rust implementation is not validating it .
• CPP implementation in this PR : feat: make KVS max snapshot count configurable #383 should handle it .

Acceptance Criteria (DoD)

• validate Maximum number of snapshots.
