Moves persistency to the split docs process of cicd-workflows (see docs.md there):

• Docs Build (docs.yml): unprivileged build of the github-pages artifact on pull_request, push, merge queue and release. Drops pull_request_target and the obsolete docs-verify job.
• Docs Publish (docs-publish.yml, new): deploys the artifact via workflow_run with the required write permissions.
• Daily maintenance gets actions: write so the reusable workflow can prune caches; docs cleanup is already part of it.
• Removes the unused local deploy-versioned-pages action.
• Bumps all cicd-workflows references to v0.0.3-28-g77760ad (separate commit).

Note: workflow_run workflows run from the default branch, so Docs Publish only takes effect after merge; this PR can only exercise the build side.
