Migrates the module verification report to the dedicated mod_ver_report need type shipped with score_docs_as_code 8.4.0 (eclipse-score/docs-as-code#944). Same migration as eclipse-score/baselibs#672.

• docs/verification_report/module_verification_report.rst: document -> mod_ver_report, id doc__persistency_verification_report -> mod_vrep__persistency__report. The covered module is named explicitly via belongs_to: mod__persistency; verification_method: test_and_inspection is the new mandatory option.
• report_version becomes applies_to_module_version. References to doc__persistency_verification_report in safety plan, security plan, user manual and release note follow the id change.
• MODULE.bazel: git_override of score_docs_as_code to 1f9452a270d238f7504c7a053b3886536234a650 (docs-as-code main incl. fix: resolve links in templates after Needs are frozen docs-as-code#982, which fixes the "Needs have already been post-processed and frozen" crash of the version-scoped report pies), score_process_description 2.1.2 -> 2.2.1 to match the resolved version, plus the matching MODULE.bazel.lock. The override can be dropped with the next docs-as-code release.
