docs-bug: endless loop of docs:live_preview

When I run bazel run //docs:live_preview it keeps running in an endless loop.

Feels like it's detecting it's own output as a change in the inputs, and restarts.

Hint: sphinx-autobuild has an --ignore parameter. And I believe it has an option which will print why it restarts. Example:

    --port $SPHINX_PORT \
    --ignore "*.tmp" \
    --ignore "*.toml" \
    --ignore "*/.mypy_cache/*" \

    -q $*

I tried reproducing the issue on my machine, both local and dev env and could not reproduce. I also tried reproducing it in a vanilla docker ubuntu container:

    export PATH=\$HOME/bin:\$PATH &&
    bazel --version &&

Live preview built once. After I run in separate terminal:

docker exec -it --user bazeluser test_container sh -c 'cd /home/bazeluser/score/docs && echo "trigger rebuild text" > index.rst'

Live preview re-built once.

Can you add some more details, if you figure something specific? Or maybe someone else from the team can test also.
