Lifecycle - Support Component restart Recovery Action #3280

Epic Description

The Launch Manager shall be able to react to a process failure by optionally performing a reaction on process level by relaunching the failed process.

Based on discussion here Requirement comp_req__launch_man__process_failure_react shall be reworked and implementation shall follow the new requirements

ComponentRestart Configuration:

• max restart attempts
• wait time between attempts in ms

Acceptance Criteria (DoD)

• All relevant requirements are reviewed and corrected as per discussion with WG and accordingly set to VALID
• All links are available
  • Architecture elements (if any)
  • Feature/componeent integration test cases
