Correct elastic#4094 shipped/affected versions against connectors tags, use 9.5.0 (not 9.5.1) while the 9.5 branch VERSION is still 9.5.0, omit unmerged 8.19 for elastic#4291, and widen the Confluence elastic#4118 lower bound to 8.7.0. Co-authored-by: Cursor <cursoragent@cursor.com>

Adds Connector known-issues entries for product-facing fixes on elastic/connectors
mainsince the last documented Outlook SSL cert-file race (elastic/connectors#4094 / #152570).Each entry follows the existing known-issues format (symptom, Affected versions, Fix / Workaround where needed). Outlook SDH hardenings are separate bullets.
