The Maltese ISO-8859-3 -> ISO-8859-15 misdetection is not a standalone upstream bug but an instance of the known, still-open uchardet 'language-awareness for encoding ties' problem (freedesktop uchardet #2; same class as #6 and #28): both encodings decode the bytes, confidence sits near 0.5, so the pick is chance. Point the skip comment at that tracker instead of a to-be-filed issue.
