This PR only affects the Bazel support.
The header file
fmt/locale.hhas been removed andfmt/std.hwas added. This change is now reflected in the BazelBUILDfile. Furthermore, the directorysrcneeds not to be part of the include dirs.Bumped also Bazel version.
