promote to stable

• inject codecov as an optional plugin rather than using as a built-in
• pass logger/prompt to internal plugins that are currently doing those tasks directly
• prompts follow patterns from project
• split dialect into source and runtime
• stop prompting for ci service choice since it is already chosen at the project level
• extract registry details out to plugin(s)
