Reverts #9378, so the SDK size analysis build only runs again when the run_size_analysis_for_prs file filters match.

#9378 made the build run on every PR so that the Sentry App would always report the required Size Analysis check. That workaround isn't needed anymore: the Default ruleset's Size Analysis check now accepts any source. When no relevant files change, the Size Analysis job in this workflow satisfies the check instead.
