Updated SDK gives error with symbol upload on Windows #3224

Which includes
- Bump CLI from v2.28.6 to v2.30.0 (chore(deps): update CLI to v2.29.1 #3193, chore(deps): update CLI to v2.30.0 #3203)
Was there a regression on the msbuild integration with sentry-cli to get the auth token via env var specifically on Windows?
Build It passed on mac and linux only failed on windows
Env var is set SENTRY_AUTH_TOKEN

Add --log-level=[info|debug] or export SENTRY_LOG_LEVEL=[info|debug] to see more output.
Please attach the full debug log to all bug reports.
The Sentry CLI is not fully configured with authentication, organization, and project.
