Updates to recent version of Dawn
Additional information
Why is this needed? Dawn recently added
webgpu_upstreamwithout any non-native features. This is needed forwasi:webgpusince wasi doesn't expose any of these features.Since this will make it easier to build for wasi, should help resolve this request.
C++20 is required by Dawn (and I believe has been required for a long time)
CMake turned on module scanning for C++20, but that caused issues in CI so disabled it. (Dawn disables it as well)
