Overview
Adds building IBM zDNN backend to CI, but does not actually run tests. Fixes compiler warnings for the IBM zDNN backend, and suppresses warnings from vendor files.
Additional information
The runners currently supplied by us are IBM z15 while the only supported hardware to run the zDNN backend is IBM z17. Running the tests on the z15 would cause an illegal instruction error and I think we fine with compilation coverage for now to at least have some coverage.
The IBM Actions on POWER and Z team currently do not have any Ubuntu 26.04 images available, which is required to install GCC 15, and is also the first version to support IBM z17 hardware instructions. As such, we will default to running an Ubuntu 26.04 container within an Ubuntu 24.04 image until an update is available.
