Overview
Add a new array of (stateful) API
mtmd_audio_streamthat allow feeding small chunks of audio into mtmdCompared to earlier efforts, this PR produces less code while being generic, allow future models to easily build upon

Note: this PR only adds the internal infrastructure, the user-facing part (CLI and server) is a follow-up PR
