CI build and Github release

Summary

This PR adds the CI job from @AkiroPhi and a automated release action that triggers on tag publish.

Changes

• CI job for in dev build
• Release job for release builds on tag push.

Testing

• npx tsc --noEmit passes
• npx jest --no-coverage passes
• New/updated tests added (if applicable)
• Tested on iOS
• Tested on Android

If this PR gets merged, it would allow for automated Github releases by just creating a new tag. The job will automatically build the apk and create a changelog and make a new release on github. This would allow the usage of Obtainium for example to download via Github release!
