This pull request updates the rules_cc dependency version from 0.2.15 to 0.2.17 in MODULE.bazel. To support workspace builds with this newer version of rules_cc, the --repositories_without_autoloads=cc_compatibility_proxy flag has been added to the Bazel test arguments in ci/cloudbuild/builds/bazel-oldest.sh.
