As per the https://github.com/GoogleCloudPlatform/google-cloud-java/blob/master/README.md , google-cloud-pubsub is known to not work on AppEngine.

Looking at that page, it seems that Logging is the only other service that
might be affected by this. Is it safe to say that all others are expected
to work on GAE?

That is correct.

gRPC based services are unlikely to work on Java 7 for GAE Standard. We should put a warning on the API's, though a general warning might be more appropriate. @omaray
