Determine why create and list permissions causes bad request.

In resource manager, using resourcemanager.projects.create or resourcemanager.projects.list in a testPermissions call leads to a 400 Bad Request error.

Create and list should be tested on an organization rather than on any specific project. Because organizations are in alpha, are available to very few users, and we have chosen to not yet support it in our API yet, they should be removed from PR #718.
