While the app is open, the Flipper CLI gets:
tagtinker list | led <tag> | page <tag|all> <page> [secs|forever]
image <tag> <page> <file> | text <tag> <page> [-i] [-a] <text>
raw [-r repeats] <hex bytes> | stop
The command thread only parses arguments; a view dispatcher custom event
makes the GUI thread go back to the main menu (each scene's on_exit cleans
up), prepare the job with the existing helpers and open the transmit
scene. The transmit scene reports OK / failure back, Back and Ctrl+C
cancel. Sends are refused while the startup warning is shown.
<tag> is the number from "list", the name or a barcode (added like web
jobs). image and text take pages 1-8 like Set Text and go through the
same mapping (protocol 0-7 on HD tags, as-is on Color 2.6); page takes
0-7 like Broadcast > Change Page.

Add a "tagtinker" CLI command for USB serial control (#21)

#21 asks for a way to drive tags from a PC.
