Right now, the Slice compiler will allow this syntax:
/// Here is {@link ::int32}!
as being equivalent to:
/// Here is {@link int32}!
This is wrongheaded though, writing ::int32 should not ever be treated as a primitive type, since primitive types do not have scopes. A leading :: implies a user-defined type, and the doc-comment parser should be enforcing this.
