[bug] Records marked as deleted are actually not covered by clean-up task

While testing the workflow, I noticed that records flagged with deleted=1 are not being processed by the cleanup task.

I verified this by manually marking one of the affected records as undeleted. After that, the cleanup task picked it up and deleted it successfully.

This appears to be an issue with potentially significant impact, as records that should be deleted may remain in the system and could lead to complaints.
